CULT: Yellow gooey stuff

HELP!!!
I walked out this morning to be greeted by patches of puffy bright yellow stuff growing in the garden. It is about 1 to 1 ½ inches high and in 'puddles' of various sizes from 3" to 15" across. It is gooey, no smell, and there is a visible tubular structure to the goo. It has tendrils that go beneath the ground.  There were also patches of what looks like dried up whatever this is. They were orange/brown and very spongey. They lifted of the ground easily.  I immediately thought FUNGUS and hit them with Terrachlor.

I've never seen this before, and I've been gardening for over 15 years.  What is this stuff, how dangerous is it to the iris, and what do I do to get rid of it?
