Hi John,
Your plague sounds very much like bacterial leaf spot. You are doing
exactly the right thing: cut off any infected spots and burn or
otherwise destroy them. Cut well below the infection. Wouldn't hurt
to sterilize your clippers in bleach between cuts. When dry weather
returns, the problem should abate.
