Yep, old fashioned LAZINESS!
If you really want that invasive plant you should be allowed to grow it, 
provided you aren't TOO GOSH DARNED LAZY to do it right...

I love many forms of bambo, and use in-ground barriers to prevent the runner 
forms from taking over. Its a big job to dig down 3 feet, but its either that 
or constantly pull shoots...

Too bad you just can't legislate common sense.
