I'll agree with the common sense. I am sure that 125 years ago when the vine was planted it was with good intentions. Now it is just a nuisance. One of the downfalls of living on an old homestead sight.

  Yep, old fashioned LAZINESS!
  If you really want that invasive plant you should be allowed to grow it, 
  provided you aren't TOO GOSH DARNED LAZY to do it right...

  I love many forms of bambo, and use in-ground barriers to prevent the runner 
  forms from taking over. Its a big job to dig down 3 feet, but its either that 
  or constantly pull shoots...

  Too bad you just can't legislate common sense.
