Trashing almost all of this idiotic proposal would be a good start...

As written and in the worst possible scenario, it would give the USDA
unlimited control over all private property, mail, and movement within the
US. If you think this might be a bit too Orwellian, consider what happened
to individual rights when the "war on drugs" gave law enforcement the right
to search and seize based only on suspicion and confiscated assets became
the property of those departments to be sold to fund their war. When they
realized just how *much* those seized assets could contribute to their own
coffers, everyone with assets that could turn a nice profit became a
potential suspect.

If noxious weed control is the real objective, then education is the best
solution. Nurseries need to be kept posted about potential problem plants
and encouraged (even rewarded) for reporting plants-behaving-badly in their
area and what controls they would suggest. The public also needs to be aware
of how their actions spread harmful plants and encouraged to protect the
environments they love. Give 'em photos and descriptions.

All of us need good information about how to control the noxious weeds we've
got. Right now there is little information and what there is may be out of
reach financially or morally (dangerous chemicals) for many.

BTW, wet sheets can be used in a pinch to protect plants from frost. When it
gets cold enough the sheets freeze into cute but odd little greenhouses. :-)
