I have a history of some distrust of self perpetuating regulatory bodies.
That being said, any seed or plant that can be physically transported by a living
entity, including but not limited to birds, reptiles, fish, or humans should
be exempt from regulation.
Additionally, plants or seeds capable of being transported by naturally
occurring climate phenomena such as, but not limited to, tsunamis, water currents,
tides, or wind should be exempt from regulation.
For each variety of plant or seed produced by such plants, so identified by
the above criterion, the number of regulatory employees, directly or
indirectly, involved in such identification effort should be reduced by one.
Exceptions to the above guidelines are instances in which the regulatory body
has restricted imports and the plant or seed variety so restricted has
managed to enter the countries borders even with such restrictions in place. In
these instances the regulatory department responsible for the initial restriction
should be eliminated without regard to number of employees.
