This seems to be the site where it may have originated from
http://thomko.squarespace.com/journal/ , and Snopes didn't seem to know
that.    I too received the email earlier on from someone in Region14, and
at the time I checked Snopes, they said "undetermined".  Urban legends had
it as "unlikely".   One Region14 individual who use to work for the CA Dept
of Food and Agriculture said " They inspect all plant material that enters
the state and prohibit entry to dangerous materials."    She "suspected that
all mulch that enters from outside the state would need to be certified as
heat treated prior to entry."



However, I travel to Oregon frequently to see my daughter on I-5, and there
is NO longer any inspection site of any kind on a very busy interstate road.
How many other states still have road inspection sites?   I also experienced
a termite "swarm" in my daughter's rental home last year, there were
thousands of bugs in the house, and she's had temperatures down into the
ten's, so minimal freezing does not stop them.  If you want to check this
site you'll see that they do manufacture mulch from cypress in the Southern
states:   http://www.jimmys-cypress.com/faq.htm.   If you'd like to check
the USDA site http://www.jimmys-cypress.com/faq.htm you'll find that the
Formosan termites already infests Arizona and Calif.   Frequent traveler,
that little feller.



Anyway, I'll go with Dave, take it FWIW.  And I too doubt if termite control
will be high on everyone's priority list, particularly when people forget in
6 months, and the mighty buck may come into play.
