Tom,
I'm about 99% sure you are correct re the Internationl Code of Nomenclature
for Cultivated Plants, because one of the authors of the latest revision is
a regular contributor on our aroid list. According to the announcement which
went out recently on the publication of the 6th revision of the ICNCP (the
previous being in 1980):
"The Rules are drawn up by the International Commission for the Nomenclature
of Cultivated Plants, a body acting under the aegis of the International
Union of Biological Scienes (IUBS)."
This notice arrived in my mailbox in November of 1995.
