Rima, welcome to the list!  It is good to have yet another upstater on board!

Sorry I cannot recommend any water plants--no pond!  Perhaps some of the cold
proven Louisiana irises would be good around the edges and into the water.
  I am sure DOROTHEA K. WILLIAMSON (I can give you a piece this spring;
please remind me in another month)  will do fine in Zone 4, and I believe
BLACK GAMECOCK will also grow for you.  I don't have it, but members of AIS
in Harpursville, NY have been successfully growing it for some years.

Not enough sun is the most likely culprit.  How long has it been since
they've been divided, also?  Do they still have room for new rhizome
increase, or are there small rhizomes all growing over the top of each other?
 Are they competing with grass, or is the ground around them clean
cultivated?  Overcrowded rhizomes from either of these factors could be a
factor in lack of bloom.

Then again, there are irises that bloom regularly--once every 3 years!  I
have such a one in my garden, even though I know I should ditch it.  But
because it is spectacular when it does choose to bloom, I always "wimp out"
when it comes time to decide who stays and who goes!
