Regarding AIS affiliation status for your local club without 50% AIS 
membership among the club members:  You can also be an affiliate by 
payment of a club fee to AIS.  Not as nice as a free membership 
gained by havine enough AIS members, but much better than not being 
an affiliate at all.  Your RVP has the information.
