Reason ?


Hello Folks.
                  Looking through my old gardening book ( very old ) in the
section on lilies there is an article on potting lilies, which set me
wondering why?
I will copy it as it is written.
When growing Lilies in pots, which should be well drained, and a little
peat should be incorporated in the soil.
To prevent fungus fungus, which often appears in imported bulbs, a little
powered charcoal should be spread on the bulb.
When the growth commences, moisture should be given, and an occasional
syringing.
As soon as good root action is obtained, and growth appears in the centre,
more soil can be added to the pots.

I am wondering why the pots are only supposed to be half full and topping
up with soil later? 
( The book was published around 1920 )
