For registrations since 1990, yes.  For those registered under the old quantum
system, the "+" and "-" merely meant more or less than 1/2 aril ancestry,
respectively.  This meant that an OGB+ or OGB- could be (and often was) a
functional 1/2-bred -- and an OGB might be a triploid of the type that is called
a 1/4-bred today.
