Rima, I can't speak for the beardeds but will describe my approach for the
siberians.
I wait until the foliage turns yellow (therefore giving no further
nourishment) and until after a killing frost.  My logic is that by then any
borer eggs will be laid and the moths will be dead.  I then cut the foliage
back really short (maybe 1") and burn or otherwise eliminate it...don't put
it on your compost pile.  Hopefully you will also be eliminating next year's
borers.  Cutting back this short makes for no spring cleanup and also
eliminates hiding/nesting places for critters.
