Are you sure that you have borers? I have never seen them and I have been
under the impression that they do not occur in the West. Please say it ain't so!

My experience with Siberians is that they will grow in considerable shade,
if you are content with foliage plants. The more sun they get the better the
bloom will be.
They will tolerate long droughts but will not thrive in such conditions.
Your stream which runs dry should be fine providing they are not in standing
water during the winter and spring.
I hope this helps, even though you have spoiled what looked like a promising
day with your mention of borers.
