Hi Dana,
Staples are the right idea. But have you ever tried "earth staples"?
I make my own by bending a 14" piece of wire (coathanger, baling wire,
etc.) to make a staple with 6" prongs and a 2" space between them. I just
push it through the plastic into the ground.
Haven't lost any plastic or row covers yet.
