IMHO I tend to think that if a rule is in place, it is the duty of
the chair(s) of the affected section(s) to enforce them, not make
arbitrary decisions as to who, and who not, to apply them to. If
you don't like the rule or by-law, work to change it.
Generally, membership rules and by-laws are set up by a committee,
not a single person, so it really isn't appropriate for one person
to decide not to enforce them. All this does is set up a "mess" for
your successor.
I really think you lose the "organization" if the rules aren't followed
by everone.
Again, this is just my own opinion. I believe Claire is correct that
this should be a convention topic to discuss change, not a local option.
