Absolutely you are right but the rules are followed by so few.
Maybe the rules should be revisited as Claire suggested.

I concur but with this one caveat: if folks are surfing the net and
are interested in iris and 'find' the AIS page and subsequently
inquire about the AIS Siberian robin and write to me for info to join,
I will not inquire as to their AIS credentials.
It stands to reason that eventually they might become interested in
AIS org. to join and they might join the Siberian section first as a
prelude.
