There is another possibility for your Purple Dwarf 'Flag.' The height that
you mentioned opens the door a bit -- Pumila Atroviolacea is an excellent
guess however, it has a bit of trouble stretching up to 6 inches.

Cyanea (Goos and Koenemann 1899) fits the height better but is less
probable due to the introduction date. Bertrand Farr of Wyomissing,
Pennsylvania offered it in his catalog a decade after its European debut.
Farr's catalog was wildly popular and Cyanea was attractively priced. It's
an outside chance but barely possible.
