Well I hope that there are more experienced folks than me that speak up
here, but my take would be that the person that entered it should have
lopped a couple of inches off the bottom of the stalk to bring it in
line with its registered height. In other words it was not staged well.

Judges should take into consideration local factors that affect all the
entrants (e.g. a cold spring that causes everything to be undergrown).
In the case above I have no way of knowing what factors were leading
them to make those judgements.

Let's not confuse Registration/Introduction with Show Judging (and
Garden Judging)
(And here I am on really thin ice) An iris should only be registered if
it shows some advancement over previous irises (could be an advancement
of one of many features)
Garden Judging would not reward a cultivar that was inconsistant. (But
then there is THORNBIRD which is inconsistant in its horns/spoons etc
*and* won the Dykes)
Show Judging is supposed to judge a particular stalk against its typical
growth, so one should not penalize a space ager for inconsistant horns
if that is typical.
Judges do not always follow the guidelines. How many times have you
heard a judge say " I will never vote anything but a TB for Queen of
Show?" Clearly that is not according to the established guidelines.
The system is not perfect but it works to some extent.
