When I  lived in Ft. Worth, the city used to carry off garden waste 
without it being bagged, boxed, or bundled.  I once had a pile of 
culls in the drive near the curb for the sanitation department to 
pick up.

You cannot imagine how that pile got rearranged by the picker-uppers. 
 I had to rebuild it every afternoon after I got home from work.  
Many times the rhizomes were scattered all over the drive and I 
smashed them when I drove into the garage.  Once, a school bus loaded 
with elementary students stopped.  They hauled off a goodly amount, 
leaving few for the sanitation department.  It was after these 
occurrences, I developed the lawnmower technique.
