Debi,
In general, only commercial growers who want to maximize increase dig
every year.
Most of us prefer the effect of two- or three-year clumps,
and sometimes situations make us go to four.
Dig when overcrowding gets to be a problem (reduced bloom
is one symptom), or to make room for something new.
Otherwise, no need to.
That said, there are a few cultivars that are such
vigorous growers that every year works best for them
(and which cultivars are like this varies from
region to region, garden to garden).
