CULT: tissue paper substance

After having no bloom last year, because of last freezes and subsequent drought, I was anticipating a great bloom season this year. So far though, the few that have bloomed here in southern MO (the medians, a few ABs, and even a few of the very early TBs) have all had substance that is the flimsiest, most worthless, most fragile that I have ever seen. Tissue paper! Really! Is this weather related or what?
