Audrey, from my experience, you're seeing the results of a late freeze.  The
condition you described (also experienced here in Central Ohio AGAIN this
year) is freeze damage.  The bud will appear very tight and hard, never shows
color, doesn't mature beyond the stage of a small bud and never blooms.
 Blame mother nature!
