Iris blooms on the Gulf Coast

I haven't had much luck with Irises here in Mobile, Alabama. I have a
couple of Blue Flags which have never bloomed and I recently planted a
few Japanese Irises. When do Irises usually bloom on the Gulf Coast and
should I be using Phosphates to increase the likely hood of blooms?
