I tried growing PCN's this past year and all but four died.  We live at
3,000 feet where we got 2 feet of snow this past year.  I don't think it
was the elevation or the snow but I had not protected them from the snow,
or afternoon sun.   I did have four that bloomed but not like they should
have.

They do like cooler climate and milder winters.  Guess that is why they
are called a Pacific Coast flower where they get the fog and moistness
from the ocean breeze.
They are such beauties and so dainty.

I am going to take the last four remaining ones in the garden and try
putting them in a filtered sun around the garden pond and will cover
them this winter.  If they do survive and grow next year I think it can
be done but with more care then the TB's.
