This may sound dumb, but one way is to put a pile of sand or loose
dirt in another part of the yard and let 'em have it for their "sand
box". To teach them (yes, it's possible, if you're persistent) to go
only there, scold them & clap your hands together whenever you find them
digging elsewhere in the garden & either praise them verbally or
maintain an approving silence when you see them in the sand box. 'Course
I like cats, so I don't mind cleaning up their designated area from time
to time. The only other (non-fatal) way I know to keep neighbors' cats
out of your garden is to have a fierce cat yourself -- mine won't
tolerate aliens on his property & runs them off, tho' he often plays
happily with the same cats on neutral territory.
