Linda -- "Nursery" is used in the very broad sense.  I don't know about
Tennessee, but in many (most?) states a "back-yard individual" who sells
more than "X" number of plants (usually stated in value) is obliged to
obtain a nursery license.  However, we do not check to see if you have
done this, so if you grow your rot-proof seedling in the forest
clearing, advertise it for sale, dig and ship....you are a "nursery" and
aforementioned seedling is en route to AIS Awards stardom....
