OK, I get the idea, but if I lived in (for example) France, bought new intros from a North American hybridizer and resold by some sort of overnight catalog in the same month I received them, wouldn't this invalidate the awards potential? Or would everyone else (being gentlemen) just sort of pretend it didn't happen, and somehow always be out of stock when I attempted to purchase new intros in the future?

No loophole, John. First off, you would be an additional "North
American nursery", and the introduction does not have to be an
"exclusive" to a single nursery. Second, it is the point of sale
(North America), not the point of delivery, so you could send them
anywhere in the world and it wouldn't impact the rules.
