I don't have notes as to the condition of the pollen, but I don't remember  
seeing pollen that looked as you describe.  I feel certain it would have  left 
a big enough impression that I'd remember.  Damp or wet pollen might  be 
described as 'mushy?'  Or at least clumpy.  I wouldn't use pollen  that looked (or 
felt) wet.  I say 'felt' because I apply pollen with the  ring finger of my 
right hand.  
 
I don't attempt pollen liberation if the anther shows any deformation or  
weather related problems.  If they've turned gray or black and  curled, I don't 
bother with them.
