Siblings? To be a true test, wouldn't you need to cross them with the same pollen? And plant them under the same conditions?
I agree. Strength really does seem to depend on getting just the right match, & sometimes an apparently weak parent (I mostly use them for pollen here) produces suprisingly strong babies. 

Strongest seedlings from 2006 & 2005 planting are:
ART DECO X STUNNING SERENADE (AD is very weak here, SS is a ferociously healthy one) 

AUTUMN VELVET X VIOLET MUSIC (AV is mediocre, VM is very strong)
DOCTOR ALAN X RENOWN (DA is possibly the strongest once bloomer here, R can't make up it's mind whether or not to be one of the strongest or average) 

ENGLISH COTTAGE X SHARPSHOOTER (EC is one of the strongest, S is very weak)
HARVEST OF MEMORIES X TREASURED, PINK QUARTZ, LAURA JEAN, OCTOBER SPLENDOR - HoM is one of the strongest, TREASURED is new (borrowed pollen for the cross), PQ is probably the most reliable pink here, but is average strength, LJ is very strong grower, but not much bloom; OS is fairly strong. [many, many crosses with HoM here, few have been strong, most had poor germination]
HOCT: (HoM x OCTOBER SPLENDOR) X KIWI CHEESECAKE - HOCT is super strong, KC is a little above average. 

HOLY NIGHT X ROMANTIC EVENING - HN is very strong; RE is very weak
IC10:(Imm x CSONG) X GACG5:(GOLDEN APPLE xCRYSTAL GLITTERS) - IC10 is ferocious weed, few bloomstalks; CSONG is not that strong, but heavy bloomer; GACG5 is super reliable bloomer but not that strong; GA is very tolerant of up and down freezing and warm spells, but not that strong; CG is reliable but weak [surprising that this cross is so strong]
IMM X LOVE TO FLIRT, ABOVE THE CLOUDS - IMM super strong, LTF very weak, ATC fairly strong
LIGHTNING RIDGE X MATRIX - LR is one of my most reliable bloomers in bad spring freeze years, average strength; M is variable, mostly strong
PINK FORMAL X IC4 (yr2) - PF is strong; IC4:(IMM x CSONG)is weedy grower, sparse bloomer 

RENOWN X IC1: IC1:(IMM x CSONG) is above average strength

SUNNYSIDE DELIGHT X IC1: SD is very weak

TEA LEAVES X MATRIX - TL is very strong
VIOLET MIRACLE X PAGAN DANCE - VM is very strong (but hasn't produced any other strong seedlings here), PD is very weak (maybe dead?)[another surprisingly strong cross]
