If only some of the seedlings are like this, but not that many, then it could be genetic. Especially if they have always been yellow.
If it is named varieties then a different story. There are different patterns of chlorosis (leaves turning yellow). A good picture would help. Otherwise need a description. Does it start on old leaves or new leaves. Is in veins or between veins? From base out or from center of leaves out?
Also any information on what treatments he has done to soil. Each problem has it's own symptoms.
