That makes perfect sense here in the south.  A good reason why I don't
plant mine till late October or the first two weeks of November.  Then I
try my best to keep them moist until it freezes in mid-late December.  That
way I am almost assured that none of them will emerge until I'm ready to
put them in the cold frame in early Feb.  I always try to do that during
the first week of Feb.  I then almost always have germination begin within
two weeks.  I again water every other day or so to make sure that they
don't dry out until they are finished emerging a month or so later and then
watch them grow to be ready to transplant around mid-April to begin growing
before the bloom season starts here!  If not.....then I don't have time
till after and that is late May and it is too hot and dry.

It works for me.  Perhaps in a few days I will give the easy thing I did to
make my present cold frame and other things that have worked for me in the
past, if there's any interest!
