      I'm in a mulch warmer climate (pardon the joke) but we use a whole lot
of
pine straw down here to conserve moisture.  (We're in south carolina).  It
still gives 
bugs too much hiding room so i only use it on azaleas and shrubs.  We never
get too cold here, but i think the dirt idea of schriners is possibly a good
one.  Also alot of controversy about weither or not pine straw makes soil too
acid.  Someone suggested to me to use aromatic cedar, as it deters some bugs.
