I keep a little bottle of Up-Start or something similar around for some of
those recalcitrant rhizomes. This is a transplant fertilizer with vitamin B1
in it. Opinion varies about whether the stuff does any good, but it isn't
doing any harm that I can see and it is cheap enough to play with. I've found
that non-starters often respond well to being replanted. Cut off all the
nasty dried-up roots so you don't have an air pocket up under there and make
sure the outside elbow of the fan is in close contact with the soil.
