Huh. My observation powers must be waning since I have used the
bleach method for years on bearded irises and they seem to be
doing ok. Maybe our natural watering system diposes of the
bleach and your arid climate lets it sit there and do harm?

Sounds reasonable.  Anyway, I have had no luck with the traditional bleach
approach (the rot keeps spreading and the plant stops growing), and reasonably
consistent luck with mortar mix.  It serves as a sort of band-aid to keep
organic debris out of the fresh wound; the drastic pH difference helps
cauterize the wound, and it also inhibits or kills the bacteria.  It does not
seem to affect the plant.
