That is, do nonreblooming seedlings from reblooming parents carry genes that
might give rebloomers if crossed with other rebloomers?

I can only report what happens in my garden. I've introduced two irises
from rebloom parents that did not rebloom. When crossed with other rebloomers,
they produced reblooming children.

Love Lines is from Latest Style X Glistening Icicle. It had everything
going for it except rebloom. When crossed with the pollen of Clarence it
produced over half a dozen rebloomers.

Sincerely Yours is (Bridge In time x (Feed Back x Titan's Glory.) The
pollen seedling did not rebloom for me. The Feed Back x Titan's Glory was a
rather large cross with several good seedlings but no rebloom. When crossed by
Star Gate it produced one reliable rebloomer. It's darker than either parent.

Not sure this will help in your situation, but thought I'd offer it.
