That has been my experience as well, EXCEPT if the growing conditions
have become more stressful either from weather extremes or changes in
culture, such as crowding, nutrient supply, pests (including being
stepped on).  

Some cultivars don't tolerate being crowded either by themselves or by
other plants; some seem perfectly happy smothered under other stuff as
long as drainage is good.  One clump of IMMORTALITY is completely buried
under a thick blanket of sedum this year and has sent up stalks all
summer and my clump of VITAFIRE has been under a thick mat of Bath's
pinks for years.  Can't say it likes it too well, but it is still there.
The pinks have crawled on top of LACY SNOWFLAKE now.  VICTORIA FALLS has
been doing fine (except for the killing spring freezes) in the bed of
sweet williams for over 10 yrs.  All of these plants would probably
bloom better if they weren't under 'mulch' and were reset now and then.
