You use the word "bulb".  Are you talking about bulbous irises or were these tall bearded with a "bulb" that looks a bit like a potato?  If the latter, ideally they should be moved between July 15 and Aug. 15 according to NY Botanical Garden.  Here in Connecticut I try not to move them after August because they tend to heave over the winter if I do.  Chances are the problem is not that they need water but that they need to grow
new roots very fast.  If you can find the product "Roots" in a garden center you can water with that following the label directions.
If what you were moving were the white or blue (or red, etc.) grassy leafed siberian irises, yes, water them and also use the Roots mentioned above.
