Far from a complete answer here, but a couple of observations that might
apply.   I know that at least sometimes a plant that normally has a broken
pattern can produce a "normal" or near normal plicata flower.  As an
example, I have gotten the rare nearly normal white and purple pilicata
from 'Batik'.  This would imply to me that 'Batik' is, to put it
indelicately, a frieked out plicata.  I don't think this is true of all
broken pattern Iris.  For instance it isn't uncommon for plants with light
standards over dark falls (amoena, negecta, variegata) to have an
occasional splash weirdness to the occasional flower (especially on some of
the old diploids).  I think 'Joseph's Coat' would qualify as a broken color
Iris, and it is a sport of 'Honorabile', an old diploid variegata.  I've
also noticed that when these old diploids occasionally try to go flat, that
the resulting flower often has some broken patterning (something to due
with the patterning of the falls vs. the standards getting confused??).
