That makes sense to me.  So the question for RIS is whether rebloom is to 
be defined by rhizome (obviously not), clump (which is what I've always 
assumed), or cultivar (which does make sense) in a particular garden.

I disagree.  I think if we're going to assign terms like "rebloomer" to 
an iris and have an AIS section dedicated to reblooming irises, we need 
to get picky about the definitions of such.  IMHO, vaguaries and 
inconsistencies in the use of the identification, "rebloomer", inject far 
too much doubt into the world of reblooming irises.
