There was a website on Rose culture that had an excellent article on preparing willow water.
I'm currently trimming a curly willow tree which grew above the roof gutter and the leaves clogged the downspout. Have a lot of green willow wood.

I use a rather crude method. I use a metal meat tenderiser to break the surface and put in a covered bucket of water to soak for a few days in a cool dark place. The solids are removed and the cuttings are soaked for a while and planted.
I can't help you with a specific use on iris but I can imagine quite a few ways to apply it.
