The effective chemical in RootTone is derived from the bark of willows. It is usually mixed with a lot of Talc etc in rooting powders. The use of willow water to start cuttings has been going on for quite some time. There was a website on Rose culture that had an excellent article on preparing willow water.

I use a rather crude method. I use a metal meat tenderiser to break the surface and put in a covered bucket of water to soak for a few days in a cool dark place. The solids are removed and the cuttings are soaked for a while and planted.

I can't help you with a specific use on iris but I can imagine quite a few ways to apply it.
