I don't know what the story is at your local supply house, but this is not an 
obscure horticultural product. Google "Reemay" and there is a good deal of 
information.

This is the same sort of non-woven horticultural textile one finds sold as 
"floating row cover." It is also sold as an aid to getting turf started under 
the name "The Germinator." I've got a piece doing that chore in my little front 
yard right now, and I would not sow that grass without it. The stuff comes in 
various weights for various applications, in cut lengths or on rolls, in 
various widths. Gardener's Supply has it, I believe. Many places do. 

I use it for many applications from giving a bit of protection against frost, 
to tenting plants on really hot days. I tented the tomatoes this summer when 
we had those terrible sustained waves of windy days over 100 degrees F. It 
provides a diffuse light that plants adore. You can rig up a tent with bamboo 
poles, little stones, and rubber bands.  

You can reuse it, patching or sewing up tears. I finally discard a piece when 
it gets to the point that I can't get it clean any more by soaking it in a 
plastic trash can of water with a splash of bleach.
