In my part of northern Utah (Cache Valley), the first killing frost in Fall generally occurs between September 20 and October 10. This year, it was predicted to occur last Sunday night, but we dodged the bullet. The ground generally freezes hard around Thanksgiving (last 10 days of November). Typically, the really cold weather comes on quite abruptly - it can be relatively mild during the daytime in early November (but with frosty nights - big swings between day and night temperatures here because of the relatively high altitude and the (usually) clear skies).

I follow the same practices as Susan; I would say that it represents the common wisdom about planting irises here in Utah. I have never experienced any particular problems with frost heaving. Once the ground freezes hard here, it generally stays frozen until the general spring thaw occurs in March (no alternate periods of freezing and thawing during the winter), so the rhizomes are literally frozen tight and can't heave.
