I not sure I understand; Anyone can join any
affilliate they wish whether it is close or far away.
some people move away but maintain a membership in the
club that has the friends they know in it. There are
no rules that say one has to belong to the closest
affiliate.
If a person lives in a state next door and is a judge
they may have to report their judges training to the
region in which they live but there is nothing that
says which regional convention or local club they
attend.
