In Ottawa, which I estimate is in Zone 3, we are advised that a lot of 
plants will not grow.  The experience of the gardeners in the Ottawa Valley 
Rock Garden Society and my own with irises is that this should be taken with 
a pinch of salt.  Many plants we "cannot" grow are grown by the Society 
members as far north as Deep River in Ontario and north of here in Quebec - 
both places have local climates considerably colder than Ottawa.  We find 
that growning from seed adds significantly to the chance of success, (Hence 
the success of Gardens North, a nursery that specializes in seeds that have 
been grown and survive in this climate.  This nursery is just outside 
Ottawa) as does the location within the garden.  One thing to avoid, we have 
learned, is to buy things from the south.  By that we mean down around 
Toronto where the winters are balmy and they get relatively little snow or 
cold just wet winds.
