As I was mailing swaps this year (for the first time), I wondered about the
same concern for mailing plant materials across state lines (or within states
for that matter).  Those of you who have licenses to do this (nursery
certificates?), what are the states concerned about? (I know they want money,
but am not so jaded as to think there is no reason for concern).  Is it the
same concern as above (bare root rinsed in Clorox water is ok?)  Are there
states that won't let iris be mailed in without special certification?
