In my experience, the reason the leaves are cut back is to rid the garden
of borer eggs -- and to remove foliage from the rhizomes to avoid rot.
When you cut back the foliage depends on when the eggs are laid.  If you cut
too soon, the eggs are laid on the remaining foliage -- certainly after a 
frost, all the leaves are lying on the ground -- you will have to decide what's
best/easiest, etc.

Additionally, the foliage is the food source for the coming growth of the 
rhizome in the spring...
