These sound like what we call "Dust Devils".

When a mass of swirling wind descends from a cloud, but does not touch (or
has not yet touched) the ground, it is called a "funnel cloud". Perhaps
this is what you experienced. It only becomes a tornado when the tip makes
contact with the ground.
The folks in Salt Lake City were taken completely by surprise when a
full-blown tornado swept through the center of the city at midday on August
11 and did about $200 million in damage. Tornadoes are extremely rare in
these parts.
