Dear Charles,
It looks pretty much like Beschorneria yuccoides, a member of the
Liliacaea tribe from Mexico. It is not common, but it is found in
some Medit type gardens - especially old ones where it usually
has made large colonies. It is frost tender and usally prefers a
position that is not sun baked all day. It can withstand some
drought but looks better given a modicum of irrigation during the
hot, dry months. The leaves are long, narrow and smooth, silvery
blue green with deep maroon blotches, more heavily distributed
towards the base of each leaf rosette.
