Well--thank you all for your ideas. I knew I would get good stuff from this group.
You've convinced me that a border-like mixture of shrubs, irises, perennials and ephemeral spp would be the most fun, and have year-round interest.
I have Artemisia 'Powis Castle', bearded irises, daylilies, rosemary, germander, and lavender on hand to start with; and I'll pick up the cistus, Gaura, roses, etc. to fill in. I also have a nice local strain of yellow-orange California poppies that I can gather seed from; and Costco has had cheap 'Tete a tete' narcissus in the fall (about $9 for a bag of 50).
Now to dig out the cruddy subsoil that is packed in the planting strip, and replace it with something conducive to life...
